This is an original WWII German WHW (Winterhilfswerk) donation badge, designed in the form of a flag and representing the motorized pioneer units (Pioniere mot.) of the German armed forces. The Winterhilfswerk (WHW) was a nationwide charity organization in Nazi Germany, organized under the National Socialist People’s Welfare (NSV).
